Thank you for sharing the file! I spent some time testing this and it seems like this is not a design specific issue. Could you try dropping a component on the left side of the name of a component?

I'm finding exactly the same thing. When I try to drag and drop a component vertically in the animation timeline one of 3 things will happen:

- probably about 1 in 50 times the component will move as intended

- probably about 1 in 3 times the component below the one you are trying to move will move to the new position

- the rest of the times it just won't move

The other thing I've noticed is that if you remove an animation from a component, it moves down to the bottom of the timeline. Ordering is very important for a well organised timeline, especially in a large project.

Thank you for posting! Have you tried the suggestion I made in the response above? When I do that, I can change the order without difficulty.

As for the other issue you are experiencing, could you record a screencast of the behavior? I'm having hard time reproducing the issue.
