Exported part geometry very wrong

I created a new part based on another part in an assembly. The parent part is a linked part. The entire assembly was rotated with the Move/Copy command to be aligned with the assembly coordinate system. I exported the part and when I open it it has geometry that is rotated to the old origin of the parent part. Please see attached pics.

I found that fulling constraining the sketches fixed my problem. I also noted that projected geometry is not to be trusted.
