I followed these steps exactly and same result. Below is the screenshot of where I am downloading the software. Is there a different place I should be downloading from. You mentioned not using Fusion 360 installer. The installer is called Fusion however the URL has Fusion 360 in it.

https://www.autodesk.com/products/fusion-360/personal-download

Fusion (personal use) wouldn't load on my PC after working fine for months. So I uninstalled and reinstalled. I have now done this process 3 times. Everytime I get the errors below when Fusion tries to load after reinstalling. If I select OK Fusion will start and then automatically close after a min or two. What am I missing?

2. Go to C:\Users\user\AppData\Local\ DELETE folder Autodesk\

3. On your desktop or where ever the Fusion short cut is please delete that too
4. Do not use the same Fusion installer. Can you please download the installer again? (make sure that 360 is not found in the installer name)
5. Now install again

if you go to the location called out in the error are those files actually there ?

Also, can you get us the log files?

1. Go to add/remove programs

2. Select Autodesk Fusion - modify

3. This will launch the service utility

4. Gather system info

5. This will generate two zip files

6. Attach the Fusiondiagnostics logs. Zip

Files are in the location called out. I have attached the zip files from the diagnostics run. I am not sure how to read some of these files but based on one of them it looks like I may have a hard drive problem. Please let me know if I am ready that correctly.
