I have tried every posted solution I can find and I still cannot open (or find) a window when selecting "Change Parameters". I use dual screens, but all suggestions to solve the problem due to that also don't work.

I have tried:

-Restarting after most recent update

-Resetting all defaults

-Deleting Cache

-Pressing alt & space, selecting M (move), and clicking left mouse button & trying moving into view

-Some other key stroke that allows you to move window around with arrow keys

I tried disconnecting the screen, however, just before your email, I
finally got the window to appear by :
1. selecting "Change Parameters"
2. pressing alt + space, and then m for "move"
3. then I tried moving arrows around (as it said in the below suggestion)
but, not until I moved my mouse (without clicking) did it suddenly move
into view.

https://knowledge.autodesk.com/support/fusion-360/troubleshooting/caas/sfdcarticles/sfdcarticles/Fusion-360-interface-does-not-work-correctly-after-you-disconnect-from-secondary-monitor.html?_ga=2.185527209.1466374323.1530902666-1545340156.1508900699

Is this a bug that can be fixed? Using a 2nd screen is a must for me in the
office, as my Surface screen is only about 10"...

Not a bug, its how Windows interprets where the dialog boxes are. My trick is to plug in your second monitor and toggle between which is primary. Then if the dialog is missing use the ALT+Spacebar to move it.

I would set the secondary external monitor as primary(windows will obviously not see it as primary when not plugged in) and then Fusion should default all menu's screens to the primary. If off-screen move them as you have.

I think it happens with almost anything - you see it more with our software because of the number of dialog boxes and the number of folks using multiple screens. Just a higher hit rate for weird stuff like that. I think windows gets 'confused' after a while.

I would like the parameters window to be NON-MODAL (remain open) as well. Perhaps if the issue were auto-updating parameters they could add an Apply button (next to the OK button as per professional windows design practices.)
