I am following below link to practise.

But when verify, I can not drag the straight edge of the bottom blade upward.

Would you please give me some hints?

in the other hand, I can not understand the means of constraints icon.

Please also help if not trouble to you.

You have a lot more symmetry constraints than in the help example. It looks like you've mirrored the spline handles as well so each spline fitpoint has 3 constraints.

Can you export your f3d file and attach. File menu then Export
