To create a form you need to be in the sculpt workspace. You have 2 choices, if you are working with the timeline you need to use Create Form from the create menu or you need to disable history. With history disabled the sculpt tab will be available.

How do I get lines to display like this? My shapes do not have these face lines.

The picture is a sphere in the form workspace, a t-spline. What are you designing, do you want to work with t-splines or solids?

Both shapes immediately show the lines on them. I want to get these lines on my shapes too, I am trying to learn to sculpt shapes right now but I can't see the faces on the shapes. I have looked in the preferences and I cannot find a setting for this.
