I don't think it's a memory issue. the message seems to say that antialiasing and ambient occlusion will always be turned off when using high-resolution graphics (yes, to save on video memory and performance, but it's not specific to my system).

...So if it will always be turned off, Fusion doesn't really need to tell me about it every time I launch it.

Seeing "Limiting Visual Effects" popup message every time I launch Fusion

I enabled High resolution graphics in my preferences. Now whenever I launch Fusion, I see a popup displaying a (partial) message that Ambient Occlusion and Anti-aliasing have been disabled (which I didn't have enabled in the first place).

I don't really need to see this popup every time I launch fusion. Is this intentional? Also, the message is cut off, with no way to read the rest. Hope it wasn't important?

This means that your graphics card is running out of memory and/or other features.

For pure modeling I would generally turn of all these unneeded viewport gimmicks. The only thing I have enabled is often Antialiasing. But even that is not strictly needed.

Do you get that message if you disable these settings and then re-start Fusion 360 ?

If you mean:

Disable "High resolution graphics", then no, I don't see that message any more.

Disable "Ambient Occlusion" and "Antialiasing": These settings have never been enabled. I don't use them. and in fact, I can't enable them when high-resolution graphics are enabled (as this message indicates). But I tried turning off high-res graphics, checking, then unchecking ambient occlusion and antialiasing, then re-enabling high-resolution graphics (restarting fusion between each change), and I still see this message.

Adding to this, I don't see "Ambient Occlusion" or "Antialiasing" as options in graphics settings.
I sure would like to turn them off so I don't get this error on startup, since I'm always using high-res graphics and apparently haven't missed either of these functions. 😛
