Here's your file with the fillets removed, I enabled the timeline so you can step through it to see what I did. I had to re cut the counterbores as they were not very clean, for some odd reason they were made from several surfaces.

Here moving top face 0.5mm

Getting This Error: An existing fillet or chamfer could not be detected.
Try suppressing or deleting existing fillets/chamfers before attempting the operation.

This is a STP file of a case in three parts. I was able to modify the thickness of the top of one of the case pieces. But it won't let me do the same to another case piece; it gives me the error described.

You will need to delete all the fillets around the edge of the hole, maybe even all the fillets around the edge of the surface as well. Just shift select all the fillets around the hole and press delete and see if the move face works, keep deleting fillets from edges until it does. Then refilet when done. Be a good idea to enable history so you can edit the deletes and fillets if needed.

There are no filets that I can select. Also this was uploaded from a STEP file that someone else created.

I sorta figured it out. I cut out the 2 holes with larger holes where I thought the problem might be. I was able to proceed from there.

Similar to what I ended up doing but way nicer than my method. I learned some stuff from your history so thank you for that!
