Indeed, this seems to be caused by click-dragging to select a reference point instead of hover-CTRL-clicking on the face.

Here's the steps to activate the bug:

Create two bodies in separate Components

Ground one Component

Open Joint panel

Press the left mouse button on the face of one Component

While holding the mouse button, move the cursor to a reference point; the joint gizmo/cursor should jump to the point

Release the mouse button

Select a reference point on the other Component as normal

Click (or shift-click) the mousewheel, as if to pan (or rotate) the camera

The ungrounded component should move each time step 8 is repeated, despite the Offsets fields remaining at 0

If steps 4-6 are replaced with

4a. Hover over a face of a Component

5a. Hold CTRL

6a. Click a reference point and release CTRL

the joint behaves as normal.

This bug is no longer an issue - since I now know that using CTRL is the proper way of selecting reference points - but I still thought that it might be good to fix.

When creating a joint and locking a face by holding the mouse button, moving the cursor to a reference point, and releasing, using the middle mouse button/clicking the mousewheel before accepting the joint will move the first-selected component by an amount that appears consistent in a direction that also appears to always be the same. This does not happen when locking the face by holding ctrl (Windows).

Apologies for including a simple screen recording, but I'm writing this in a hurry and the Screencast download page 404'd.

@seba079 - that is indeed strange. I have not been able to reproduce it here. However, one thing jumped out at me from your description: "When creating a joint and locking a face by holding the mouse button, moving the cursor to a reference point, and releasing". I suspect that, somehow, this is at least part of the problem. In Fusion, you do not lock the face by holding the mouse button. Instead, the face locking is done by holding the CTRL (Cmd on Mac) key.

However, I tried all kinds of combinations of mouse keys and drag and have not yet been able to reproduce the behavior. If you can help flesh out your description of the sequence of mouse presses/drags/releases, we might be able to figure out a bit more what is going on here. I feel like there is something weird here, but cannot determine what it is...

Thanks!
