The parallel sweep is a sweep where every cut parallel to the profile has the same shape.

The perpendicular sweep is a sweep where every cut perpendicular to the path has the same shape.

I'm attempting to make a bolt hole that follows a particular path. I created a sketch line to use for the path. I have the sweep set to be perpendicular, however it doesn't cut perpendicular to the path.

The face at the bottom of the counterbore is parallel to the front face. How can I make the profile be perpendicular to the path?

The profile sketch needs to be on a Plane on Path, type Construction Plane. Will create the circle at the base of the counterbore and an Ellipse on the face of the material.

So I understand why the parallel mode behaves the way it does. I don't get why in my case the perpendicular setting bottoms out on a face that is parallel with the source plane. I would expect it to end perpendicular to the path like in your example (if the body on the left is the perpendicular sweep).

Your source profile is not perpendicular to the path, therefore at the other end of the path it remains not perpendicular.

I thought you were after a circle shape at the base of the hole.

Use a circle profile on a Plane on Path Construction Plane. This will develope an ellispse on the top face. If you were after a circle on the top face and the base of the hole, you need two sketches and a Loft.

It seems to form the circular shape, but I was hoping that the circle would be perpendicular to the path. That way the bolt would seat flat in the bottom of the hole. I'll figure out a way to make a plane perpendicular to my path.

It’s Construction > Plane on Path, Select your Path, drag the handle to your desired location,

create Sketch on your new Plane and centre a circle in this sketch. Extrude the hole. Does not need to be a Sweep anymore.
