Your screencast never made it. I tested this on a simple case, and it seems to work as expected - Move Faces does a move, and Offset Faces does an offset:

Found a bug here... Seems that the Offset Face and Move Face are now the same routine when dealing with a cylindrical face? Very strange. Please see screencast .. will post once it becomes available.

It only does this with holes, not cylinders... You cannot resize a hole.

I'm still not seeing this. Whether the holes are created with Extrude or Hole, even on curved surfaces, Offset Faces and Press/Pull seem to both do the right thing. Is your surface a true cylinder (can you put an axis through it)? Can you share the model?

This only happens if you have the hole diameter fixed in the sketch but not its position and you use Automatic or Modify Existing Feature. If you use New Offset the hole diameter is modified. See attached file.

Anyway, I needed to make a new gate bracket on an emergency basis because some nutjob rammed my gate with a truck in an robbery attempt because we don't put people in jail anymore in this country.. So, constraints were not my main concern, but speed was. Our criminal population here is organized on social media and once security is compromised they are back within hours to try again. Made the part as fast as I could, repaired the gate at 3am and moved on.. however, last time I had to use that functionality I do not remember it requiring switching from automatic to offset.

In other news, we are now #1 in property crime, so.. yay for that.
