I can't seem to create tool paths on a part that I have cut many times before.

I have a plate that is approximately 120mm by 80mm I need to cut 14 - 5.5mm holes, and one 9mm hole. I was able to set a 2d pocket tool path for the 9mm hole, but when I try to select the 5.5mm holes in another tool path, I mark the contures of the holes to be cut and it shows them as selected and the arrow indicator looks correct. However, when I save the 2D pocket for the 5.5mm holes, and click ok, no tool path is created. I go back into the 2d pocket, everything is selected as it should. The warning gives no indication of why the path was not created. As I said, I have done this same operation many many times in the past, but can't figure out why it won't work. Has something in Fusion changed in the past several months? (I was out for health reasons for around six months.)
