I have a dxf file where the scale is way to large for the piece of steel I am trying to cut it on. I watched multiple videos and read a handful of posts regarding this topic, but none of these items helped with my problem. Below is a snip of my sketch. When I try the Modify > Sketch Scale tool it only allows me to increase the size and not reduce it. Also you can see the current sketch width is a few hundred inches. I am trying to cut this on a 12"x18" piece of 16 ga steel. Any help is greatly appreciated.

Did you try enter a number less than one as the scale factor? For 10x smaller 0.1 or 0.01 for 100x as the scale factor for example?

Lookig at the image it looks like the logo is about 700" so if you enter 18/700 as the scale factor it should scale to about 18"

That worked perfect. I was thinking I had to enter a negative number, but if 1 equals the current size it would make sense to just enter a number in a decimal format less than 1. Thank you for your help.
