Fusion 360 sketch dimension bug?

It seems that the latest updates broke lots of the basic functionalities, while working the program seems to freeze a lot, to not do the things the way one would expect... all sorts of bits and crumbs, difficult to pinpoint.

One such malfunction can be seen in the video attached here. Although my sketch is free to move along the dotted line, adding a dimension line causes problems. Before recording the video, it even shown the message that the sketch is over constrained (which obviously it wasn't). But when it accepted a driving dimension, it did not accept changing the value. The whole behavior was very erratic.

Have similar problem with dimensions. Creating a circle while typing the diameter, it does not scale properly and creates the diameter on the object when it was scaled using a mouse movement. Seems that the input from keyboard is overriden or something.
