Rotary toolpath no longer included in personal or startup subscription?

Hi there, is it now the case that the rotary toolpath must be purchased as an extension in a startup or personal license? Does it come with the paid 1 year subscription or do you have to buy it on top of this?

The Rotary toolpath is part of the Manufacturing Extension, an extension designed to give professionals (commercial account holders) easy to access tools on an "as needed" basis, in the way of temporary (7 day, 30 day) or yearly access. I think it's also available to the Educational license as well.
