Fusion 360 not launching, only loading symbol on mouse

When I attempt to open Fusion, the only thing that happens is my cursor shows that something is loading, and then it stops. I've done multiple clean re-installs, both manual and automatic, and it still doesn't boot. I'm on Windows 10 Home, version 1909, OS build 18363.959

@Anonymous There are a few things that could be happening but I want to eliminate that this is not a shortcut issue. Are you trying to launch this from a shortcut? Does a search and launch do anything different?

Nope, even using fusionlauncher.exe it does the same thing.

Has Fusion ever launched successfully? My next thought would be graphics drivers - are those up to date?

It launched successfully for about two years that I've been using it, and a
week ago it started doing this. My graphics drivers are up to date, I
checked those.

Would you kindly share the rest of your system specs? Couldn't hurt to know the GPU, driver version, and processor.

Alternately, you can include a DirectX diagnostic report:

Run "DXdiag" under the start menu (it will come up as a Run command). When asked if you want to check if drivers are digitally signed, go ahead and allow it.

From there, if you could click Save All Information and upload that file here, we can see what Windows is reporting driver-wise.

Full disclosure: DXdiag generally doesn't contain personally identifying information, but it does report things like user account or computer name - you are welcome to open the saved file and scrub these if they contain anything revealing, but usually this isn't necessary.

I'm not finding a folder for fusion 360 under the Autodesk folder, is there any reason this could be happening?

You mentioned your graphics drivers are up to date - they do seem quite recent. Did the problem start around this time? I see you have both GTX 1060 as well as an integrated UHD 630 graphics; often these devices can be configured to force applications to launch on a specific GPU for performance or power saving.

If you updated graphics recently, there is a chance some preferences related to graphics settings were purged. Could you check the Nvidia Control Panel (Manage 3D Settings) and confirm that Fusion is set to run on the GTX 1060? You might also consider setting the OpenGL render GPU to the 1060 as well (again, just for Fusion 360 is sufficient). An example from my PC is below.

Under that file path there are several folders, but none called Fusion 360

There is Fusion, FusionCDEHostApps, FusionDoc, and FusionDocStream

NVidia Control Panel was not installed, so I installed it manually from the Microsoft store. When I try to launch it, it says that it isn't compatible with my graphics driver, as shown in the attached picture. When I try to open the compatible application by right-clicking on the desktop, NVidia control panel is not present in the drop down menu.

Ah ok, then you are likely using the OEM driver provided by the device manufacturer (which is fine!)

Do you have any means of selecting (such as by right clicking on an app icon) to force Fusion to launch with a particular GPU?

Perhaps I should confirm - is this a laptop? I noticed the manufacturer entries are empty, which usually means home built. In that case, do you have both displays plugged into the GPU? From the DXdiag it seems like the main display is powered by the Intel graphics.

This is not a laptop, neither is it homebuilt. I added a new hard drive recently which might explain the lack of a manufacturer. I will check if the main display is plugged into the GPU or the integrated graphics.

I've fixed the problem, it turns out my monitor was in fact plugged into the motherboard and was running from the integrated graphics. The solution was to unplug my monitor and move it to the port on the GPU. As an extra precaution, I set OpenGL to only run on the GPU and not integrated graphics.
