changing coolant start position

I would like to have my M8/M88's enabled when the tool goes to the retract plane, instead of immediately after the tool change. I'd also love it if it could auto-toggle when doing rotary moves, but realize it would require a new M3 if using M88 (or could be an issue with simultaneous toolpaths?)

I am using an edited HAAS NGC post.

I tried it with one file, and it is putting the M8 right after the Z_. H_ line.
