Can you build a filtered picklist from a multiple selection picklist?

I have 3 workspaces that are already tied together. The first is a users profile page, the second contains project information as well as the team members, the third is our management of change. This is mainly around personnel, for MOC selection. For the project information page, it is already a picklist for each area from a Users Profile page. I already have some fields filled out in the MOC because there is a direct 1 to 1 assignment for something on a project, however, we list all engineers on a project in a single Multiple Selection field in the first workspace as there are many with that title but have slightly varying areas they are responsible for. In the MOC workspace I would like the filtered list of names from the project specific team to be listed to choose from. I have not been able to find a way to do such. Scripting allows for everyone to be brought over, but there there is a removal, or I have made them picklists from everyone in the system with that ability. Additional information is that the personnel for the project change from project to project so the same engineer is not always responsible for the MOC. Thank you in advance for input you might have.
