Revision Number and/or Letter Generation

We have Revision Number Generation set to Manual in the Revision Control Settings under General Settings.

But we are observing that the manual setting only works for records revised in the "ACTIVE" lifecycle state using capital letters for the revision level.

Records that are in the "IN DESIGN" lifecycle state using numbers for the revision level are automatically incremented no matter what is typed in the To Field of the Affected Items Tab.

Is this normal behavior for Fusion Lifecycle?

I don't think it's a normal behavior of FLC. This rises a false alarm on your tenant configuration. May be it is the time for a new pair of expert eyes to review your tenant configuration.

BTW we define the revision transformation (whether to increment version or increment revision or both) on lifecycle transitions (b/w the lifecycle states in the Lifecycle Editor). When the tenant is configured for auto revisioning, above rules comes into play. If not, which ever revision letter entered in the To field in the Affected Items tab should come into play.
