Unable to get PCB layer stack manager to use more than two layers!

Hello, I've been teaching myself PCB design and I recently finished a 2-layer design for a project and I wanted to see if I could shrink it down so I tried to change my design over to a 4 or 6-layer PCB and the stack manager refuses to update and change the currently available layers. Video included (excuse the background noise). It's probably my ignorance but all of the content I've seen shows you just click apply and it functions like you would expect it to.

Are you using the free version of fusion360?

the free version only allows 2 layers and 2 schematic sheets
