refused odb++ datas

I tried to send our production data set with odb++ to our ems-manufacturer.

Unfortunatly he cannot import our odb++ data into his system. He told me the component layer is missing.

I took a look with odb++ viewer from Valor. There are all information about components and pads.

Here a screenshot of the Comp_+_top layer in text format

Can anyone say if there is a problem?

I hope you're doing well. Would you be able to share your files both the design and the ODB++ files? They will never leave Autodesk and they will only be used for development and debugging.
