Answered my own question. On the top band of the Library Manager, there are now three options that I had not noticed before. This must have been changed fairly recently to push users toward Hub Libraries, the default selection. If you want to import downloaded symbols, footprints, and models from disk, you have to switch to Private Libraries. So presumably the process of creating a Hub Library that includes imported resources must start with creating a Private Library. The is a bit confusing, because the list of available Hub Libraries displayed by default includes the libraries I have created, and since I did not know Hub Libraries existed, I did not convert my libraries to Hub Libraries. This must have happened automatically.

I have been using Fusion360 Electronics for a few years now, and I have enjoyed it but have never felt I understood how libraries should be organized. After a lot of trial and error I landed on a strategey that worked for me. For new parts, I download symbols, footprints, and 3D models from SnapEDA, UltraLibrarian, etc, extract the contents to disk, then use Library Manager to import these and ultimately move them into my project-specific library. I have never liked the extremely awkward process, but I had figured it out. Today I went to do what I have been doing for years and found that it is no longer possible to import from disk, and I encounter new vague messages that chide me about my wish to import from disk and explaining that I should use Hub Libraries instead. Here is my workflow:

Open my library

Select Add Component

On the Add Component Dialog click Import...

On the Import Component dialog, click Open Library Manager

At the top bar in Library Manager, click on the Import Libraries button

In the drop-down / pop-up, select Import from local disk

I am following the process outlined in this support article:

https://www.autodesk.com/support/technical/article/caas/sfdcarticles/sfdcarticles/How-to-import-parts-into-Electronics-Library-in-Fusion-360.html

The drop-down / pop-up menu now gives me only one option -- Restore from Fusion Hub. Import from disk and the other options that used to exist are no longer there. This must be a glitch -- surely you cannot intend to eliminate the capability to import symbols, footprints and 3D models from disk into electronic part libraries.
