Text Label Orientation

I am using the Document>Draw>Text to put a label on a PCB. I want to rotate some of the text 180° so it is right-side up when the top edge of the physical board is closest to the viewer. Using rotate for 90° or 270° properly changes the text orientation. However, when I set the rotation to 180° the text is not upside down on the screen as I want it to be, but rather right-side up.

What's the trick to making this work?

I guess you mean to say bottom-side up. Please try the "Spin" option.
