Adding 3d texture

I'm looking to add some texture to create 3d printable terrains. Basically I have to add this texture https://www.cgtrader.com/free-3d-models/textures/architectural-textures/procedural-pbr-cobblestone-texture to flat surface so i can print it with bumps ect. Is there a way to do this in fusion 360?

No, not really. CAD software is the wrong type of software for this. Following the description provided with that texture you need to find a 3D modeling software (polygon and Sub-D based meshes) such a Blender, MoDo, Maya, 23DSMax, Cinema 4D that can work with the substance painter plugin.

There are Blender plugins for that sort of brick texture that work directly with Blender and don't need Substance Painter.
