How to lock circle to line before rotate?

Hey guys,

Running into an issue when attempting to "lock" a circle to a line. When drawing a circle 90 degrees to a line, then attempting to rotate the line with the circle, the circle maintains its orientation instead of remaining 90 degrees to the line.

How does one get the circle to maintain its orientation to the line?

I'm probably not describing my issue correctly or using the right terms, but images and file attached. Image 1 is where i'm starting, image 2 the line is correct but the circle is off.

I'm attempting to make holes in the wall of a hollow tubing body (using press/pull). Holes need to be perpendicular to the centerline of the tubing.

I think the method, you propose, is going to give you issues. Take a look at the Screencast for a much easier method that gives you a lot of control and options. I did not create the tube in the Screencast but the Pipe command is a good tool to do that. I have attached the model I used in the Screencast.
