I think you need this option enabled for this to work. Unfortunately it doesn't work well in assemblies or where you have a large body in the design already so people tend to turn it off. After scaling a zoom to fit is automatically run which is not helpful!

Tip: Scaling SVG import to precise dimensions.

Fusion 360 does not have the capability of scaling an imported SVG to exact dimensions. You can only do proportional scaling during the import.

This is a work around. Simply import the SVG. Unlock it. Then use the dimensional tool to specify height, width or even a single element.

Everything will rescale proportionally to that dimension. There is a limit to this technique until the sketch breaks. (due to SVG precision)

Edit for clarity:

****
Note: You must have "Scale entire sketch at first dimension" enabled in design preferences. If you have an already dimensioned sketch that you want to import the SVG then create a new sketch on the same plane. Import the SVG. Dimension it to scale it. Copy the profile. Simply paste it to the targeted sketch. Then you can disable the preference.
****
3 examples demonstrated in this.

It is such a simple and implied (duh -really!) technique but never seen it demonstrated on Youtube.

Have not tried this with DXF imports. Should work though.

Youtube Demo

Correct. You must have that enabled.

To solve the other issues on the import I create a new sketch on the same plane. Do the scaling. Then copy/paste the scaled SVG into the target sketch. This will prevent the issues you mentioned.
