Can anyone help me with this issue? Trying to figure out how to open and close this blast gate with a lever.

You have a lot of other issues in this model. First, you do not have any component Grounded. Second, you have numerous missing Joints. Third, you do not need a Motion Link between the lever and the blast gate, this should be a physical connection using Joints. I have attached your model with my interpretation of such a link, there are others.
