in windows 10 the middle mouse button default function has changed. Pan with the middle button does not work. Go to the advanced mouse settings and change the setting of mouse whell button to: middle mouse button. now the pan will work correctly.

Where is the "advanced mouse settings"? Is that in Windows 10, or in Fusion 360?

Figured it out.

I have a Logitech mouse, and had to use the Logitech software to change the setting for the middle mousebutton.
