sheet metal bend reliefs

I was wondering about the easiest workflow on how to create Bend reliefs.

As you can see the problem is that the hole in the bracket for the screw ends up right against the bend line when that flange is formed from the frame. So whats the proper way to create a feature like on the second picture?

I know this is a little late,

But one other method, depending intent, is you could create the tab first, pull two flanges on each side of the tab then make a sketch on the faces of the flange so you can extrude the missing material and connect them.
