Your mesh still has a good number of triangles that you should try to remove.

When you convert a T-Spline into a surface body these surfaces are NURBS surfaces. Trianges will result in terrible in bad NURBS surfaces and as such should be avoided.

If the T-Spline converts, then thickening with the thickening command in the Sculpt environment will work, but be aware that it is not parametric.

When trying to offset it -1mm or in any direction it gives the error: selected faces could not be offset. Not sure what it means by this if there was something that I missed prior to trying to use the thicken command. I'm relatively new to fusion 360 so maybe someone who knows more than me would be able to point out what I forgot to do before trying to thicken the work piece.

When getting this message are you using the thicken command or the offset command?

I was misunderstanding the question. I had misread what you were asking. I wasn't able to have any luck with any of the commands such as thicken, press pull, or even extrude. I would suggest using the edit form in sculpt mode and playing around with that to get the desired offset.
