Creating topographic picture

I am having a really hard time creating realistic detailed extrusions of the photo below. The goal is to 3D print this.

My first step is usually open in inkscape and trace the path, then import into Fusion and extrude. This works well for simple shapes and just outlines but for more complicated pictures, it just doesn't come out well.
I notice that tapering all edges and adding fillets add some character, this is challenging as I have to often go into the imported SVG and edit it to be able to accommodate drafting and fillets. The next step is too add more detail like the rear legs and such. My attempts are drawing the features, extruding, drafting so the surfaces blend, and then fillet all the edges to get smooth but this proves time consuming and honestly too artistic for my abilities. I essentially need to create a topographic picture (like below) and I'm just not sure the best way to do it.

Would modelling in direct mode prove any easier? I've tried sculpting mode as well. Not sure the best way to do this, maybe somebody has done something similar before?

Thanks,
