How to smooth/reduce the height of points on a topographic stl file

Hello, I have a topographic model of a state, but the mountainous areas are more like jutting daggers that mountains. For the life of me, I can't figure our how to reduce the height of these peaks all at once without chopping of the top of them. Any help would be greatly appreciated!!

Bem, dei uma olhada no seu arquivo e usei o Autodesk Meshmixer para fazer as alterações necessárias em seu modelo.
