Ratio is 1:10. To make a correct cut for 1 tooth in the gear the treat will have to turn 360 deg and the gear will have to turn 36 deg cutting as it goes using the treat as a tool. Is there a fast way to do this? I did make a correct motion link for the 2 components but turning the treat 1 deg and the use combine/cut 360 times is still a lot of work.

No automated way to do this. Not really something suited to surface modeling as you've probably found as you end up with a faceted body that would not be a lot of use in the real world for manufacturing. There are programs that can create these gears but going to be quite expensive to buy. From a quick search it looks like Inventor can create worm gears.
