i don't even know how to explain this, but i can't get a 3d contour for the outside of the dumbest, simplest part i've made.

now looking at it i can't even figure out how to post a file because of the dumb cloud aspect, but instead of going around the part the cutter is drilling a million holes, https://imgur.com/a/HgnxN9H

if anyone could help i'd love that, i really want to learn this software but it is unbearably frustrating to use.

I'd say you need to increase the boundary offset and make sure rest machining off. You can Export the design as an f3d using Export on the file menu, attach it here if you need more help.
