The limit here is really not the operating system. I am running Fusion 360 with high Sierra on a mid 2010 27" iMac with an i7 processor with 12GB memory and upgraded that computer 3 years ago with an SSD. It has a dedicated AMD graphics card with 512 MB of VRAM.

The computer hardware you posted might be OK to make the very first steps in Fusion 360, but depending on what a user does with Fusion 360 they can run into limitations rather quickly. The conundrum is that experienced CAD users can often compensate for lack in computing performance by applying proper techniques. However, most CAD beginners don't have that experience and run head first into problems.

This computer does not match the minimum requirements for a Fusion 360 machine. The worst offender here being the graphics card, which only offers half the minimally required memory.
