I have two STL files, a 3d model of a face, and something that must fit on the face. How do I use the form tool to edit existing STL files?

Convert both stls to breps. Once converted you can use the Combine/Cut command to create the fit.

how many faces do your stl files have? The honest truth is that fusion is generally the wrong tool for manipulating stl files. In fact fusion as pretty horrible at doing anything with mesh files. You might be ale to get it to work by converting to brep bodies, might not. can you post pics, or even the files themselves?
