Wall thickness changes from thick to thin?

I was wondering how to make wall thickness from thick to thinner on top of the end. I know fillet does the trick but it starts with thinness to work its way down. is there a way to set 5mm on wall shell and the open to 2mm with an even transition?

The Modify->Draft function is ideal for this.
