	Prior to versions 16.0.3 and 16.1.1, &lt;A rel="noopener noreferrer" href="https://answers.flexsim.com/questions/22527/exception-html-frame-load-error-37.html" target="_blank"&gt;there was a bug&lt;/A&gt; where FlexSim could not access the Windows user's AppData directory correctly if the logged in username contained Unicode characters.&lt;/P&gt;&lt;P&gt;Since you are using FlexSim 18.1.2, the problem probably has some other cause.&lt;/P&gt;&lt;P&gt;Please try a couple of other solutions that may fix the 
problem, including:&lt;/P&gt;&lt;UL&gt;&lt;LI&gt;run Windows Update to apply all updates and patches&lt;/LI&gt;&lt;LI&gt;try right-clicking the FlexSim application icon and choosing &lt;EM&gt;Run as Administrator&lt;/EM&gt;&lt;/LI&gt;&lt;LI&gt;&lt;A href="https://answers.flexsim.com/questions/24337/cant-open-start-page-and-user-manual-in-version-16.html"&gt;reinstall the Visual C++ redistributable package&lt;/A&gt;&lt;/LI&gt;&lt;LI&gt;&lt;A href="https://answers.flexsim.com/questions/49739/a-software-installation-error-version2018.html"&gt;update Microsoft's API to load external libraries&lt;/A&gt;&lt;/LI&gt;&lt;/UL&gt;&lt;P&gt;If any of these solve the problem, please comment back to let us know your solution.&lt;/P&gt;&lt;P&gt;If none of these suggestions make any difference, please let us know:&lt;/P&gt;&lt;UL&gt;&lt;LI&gt;Your Windows version&lt;/LI&gt;&lt;LI&gt;Your Windows user name (in case this is the Unicode bug back in some form, though I doubt it)&lt;/LI&gt;&lt;LI&gt;Whether you've had opportunity to try any other computers to see if you can duplicate the bug&lt;/LI&gt;&lt;LI&gt;Steps to duplicate the bug&lt;/LI&gt;&lt;/UL&gt;</description>

&lt;P&gt; Why does this error occur? there was same question before ,&lt;A rel="nofollow noopener noreferrer" href="https://answers.flexsim.com/questions/24387/exception-html-frame-load-error-37-encountered-cou.html" target="_blank"&gt;here&lt;/A&gt;, but the answer to the question was denied. I am using Flexsim 18.1.2.&lt;/P&gt;
