In Queue1 in the OnExit trigger, you are testing for no flowitems in the Queue. Problem is, is that when the OnExit trigger fires, it still has the flowitem in the queue, hasn't exited yet. So you need to test for 1 flowitem (last in the queue) being in the queue. I made that change in the attached model.
