how to set "wait for event "

In my model I want stop the model when all people's label "State" changed to 1

I use the control "wait for event" in process flow to listen the "OnLabelValueChange",use a group to represent all people .but it didn't work .

I don't know how to set the control"wait for event",Can you help me? Thanks

I'm not quite understand how "OnLabelValueChange" mechanism works in PF.

So I prefer to use user event to achieve your requirement. I attach a sample model, and hope it helps~
