Create copper filled plated through holes (0.2mm of diameter)

Hello,

I am using a QFN-32 package and the manufacturer indicates on the application note as such:

"Underneath of the package must be Copper filled plated through holes. D = 0.2 mm and Space = 0.43 mm Total Via-holes = 8 x 8"

My first thought was to use a via to do this and name it as GND. However, I can't put such dimension. How one could do this?

use a HOLE on a SMD, or a polygon or CIRCLE or RECT. This would work.
