I used Altium Designer to design a PCB board. And I export it as a .brd document. But when I try to open it in Eagle, it shows
Loading D:/OChigh.brd ...

Error:

line 1, column 1: Start tag expected.

Is it any way to solve this problem?

That's expected. The three letters on the end of a file name have no magic power, they're just a hint. Altium will export to a file with the .brd name but it will use its own format. Just like KiCAD will save a .brd in its own format, and many other eCAD tools too. None of these will be Eagle files so you'll get that sort of error message if you try to load them.

So is it possible to translate the PCB document in the Altium Designer to
Eagle? Or do I have to draw it again in Eagle?

As far as I know, there is no automatic conversion available for Altium designs. I think there's a way to convert libraries but not schematics or boards. I'm sure @jorge_garcia or someone will correct me if I'm wrong.

Elgris Technologies, Inc (www.elgris.com) can translate Altium layouts (PCB file) and Altium schematics into EAGLE

For that range of altium designer price it should have feature of converting schematics. Better to have open formats and invite people to use it
