Bug report - ignored restrict areas of components (Eagle v 8.3.0)

My project made under v 8.2.2 has mount holes (holes.lbr , MOUNTING HOLE 3.0 mm with drill center). All of them had clear area around the holes. The same project opened under v 8.3 ignores restrict areas of components. Both versions are presented in attached pictures.

When polygons are drawn manually - they will take effect.

I hope you're doing well. What do you mean by "When polygons are drawn manually - they will take effect"? Are you saying that if you hit Ratsnest the polygons will recalculate and look correct?
