Attribute Text within Dynamic Block Doesn't Scale Annotatively

So the block in the attached file has two attributes with embedded field equations, and a single line of normal non-attribute text (the "FF").

All of the text is set to be annotative and all of the text has both the 1"=100' and 1"=50' drawing scales added to it within the block. But when I save the block and switch my drawing scale back and forth between 1"=100' and 1"=50', the attribute text doesn't scale. The attribute text seems to only ever stay at its original size while the normal "FF" text scales up and down just fine.

Does anyone know what could be causing my attribute text to not scale annotatively? Is this just some kind of bug?

I just dropped your block into a drawing, made a view port at 1"=50' and another at 1"=100' and all of the text appears to be scaling properly for me.
