Never mind. I decided to do one more search and found a solution that mentioned something similar -- in the example case, an ATTRIBUTE needed to move as part of the rotation but stay horizontal.

I modified my "letter N" portion of my block so that it is a nested block and then treated it the same as the example treated the attribute.

https://knowledge.autodesk.com/support/autocad/troubleshooting/caas/sfdcarticles/sfdcarticles/how-to-keep-attributes-horizontal-while-rotating-a-block-in-AutoCAD.html

Rotate part of block while keeping it vertical?

We use a block that has the north arrow and scale bar combined in one block.

The north arrow is setup to use rotation parameters. But this requires two manual steps.

Please see the following screen shots -- I added the black circle for your reference (it's not normally there).

After using the first rotation parameter, the arrow and the letter N have been rotated. Then we have to use the second rotation parameter to rotate the letter N so that it is vertical again.

I'd like to modify this so that the N stays vertical no matter how the block is rotated. Does anyone have any ideas?

Note that the letter N is currently just a polyline with solid hatch.
