please check the attached block I am trying to rotate object and I need lines remain vertical and rotated object line should remain constant length of 2420. more details attached in block and screenshot1 is input data.

A first note:

I would strongly recommend not to use dynamic parameters and actions next to constraints. In most cases this will fail and not work successfully. (Basic rule: Either only dynamic parameters and actions or only geometric and dimensional constraints.

In the appendix you will find a suggestion on how I would start. To define the correct position of the geometry, you only need 2 dimensions, the others contained in your (Excel?) table are calculated values.
In my example, I used Angle1 as the driving value and took the values for distance1 and RIGHT from your table (just the three yellow lines). You can complete the block definition table with as many lines as you need.

I understood about your first point not to merge parameter and Actions together.
Now I am looking into your block for understanding. I am not able to get how this rotation happening with d1 and Left side value based on which constraint.

To get the whished angle of the upper block fill the block definition table with appropriate values for d1 and d2.

{EDITED} I got it.

In my AutoCAD I am not able to select object for coincident in at any where only end I can select.
