block set to 0,0 when inserted comes in offset

I have a few blocks that do this - I have details saved in files, which are then inserted as a block into another file. The detail files themselves are all set so that the bottom left corner of the detail is at 0,0. However, when I then insert it into another drawing the bottom left corner is some irregular distances away (in one I ended up moving the bottom left corner of the detail to 8.64, 10.7 and that made it insert at 0,0 in the other file). I've asked the more experienced cad users at my office, none of us have ever seen this. Attached is a file that's doing this. Can anyone recreate this and tell me how to fix it??

How are you inserting the block exactly? Step by step please. Hint: what you want requires a deliberate action on your part.

Reset the "base" in the block drawing. It's currently set at 18.96, 21.472, 0.0 instead of 0, 0, 0. I have encountered this many times using manufacturer's blocks. If the "base" isn't set at 0,0, it will never insert the drawing at 0,0. Use the BASE command to change.
