Yes. If you are trying to build a surface, then you can do it using Civil3D. .

You don't need to use another software. You can use the MAPIMPORT command. The MapImport command is from the Map3D Toolset (from the Planning and Analysis workspace) and it can read your csv file exactly as it is written. You don't need to manipulate the CSV file or modify any Civil settings or formats.

Open a Civll3D metric template then assign the coordinate system named Adindan.UTM-37N (EPSG 20137). This coordinate system uses units of meters and is the coordinate system I used. Although your specific coordinate system may vary, be sure to select one that uses meters, not degrees.

Next follow these steps.

Enter MAPIMPORT on command line. Or you may use the ribbon: change to Planning & Analysis Workspace=>Insert Tab=>Import Panel=>Map Import Icon=> browse to and select your CSV=>OK

In the import window make your selections like this. Be sure to select NEZ (comma delimited) from the Select Formatting dropdown. You’ll need to tell AutoCAD the CSV coordinates are in Lat/Long degrees format. Because the CSV format is not the same as your modelspace coordinate system, you’ll to select LL84 when you’re importing your points.

Wait one or two minutes (your time may vary depending on your specific computer) and your points will appear. (The points will actually be blocks, keep them as blocks.) You may need to ‘zoom extents’ to see the points. When you see your points they’ll be too large. Select all the points using a crossing window then adjust the Scale to 25. Adjust the x, y, and z values.

In Toolspace create a surface. For you surface definition select Drawing Objects=>Add=>Blocks=>Select all the Blocks. Your surface will be created. You may turn on Bing maps.
