XREF Contour Labels Showing Too Big in Layout

So I am trying to work with a file that has a xref of the contours and its elevation labels. The contour labels show properly in the xref file in both model space and layout, but in the file I'm working on the display way too big on the paper space, even though they show fine in the model space. I have tried to change the label settings and made sure the style wasn't annotative. When I change the scale to 1" = 1' it works momentarily when I switch it back to 1" = 50', but the labels blow up once the model regenerates. Here is a screenshot for reference. Thanks in advance

contour labels are always plotted in mm (if you are metric) so the text is always, say, 3mm high. this means at a 1:500 scale (metric) they will look good but at 1:2500 they will look way too big even though they are still 3mm high.

Ensure all your files are at the same scale in model space as the scal you will be plotting and you will see what the plot willl look like

That is an option I considered, but the contours are an xref from a drawing of another company we are working with, and we aren't really supposed to modify it. They set their model space to 1' = 20' and I am supposed to be plotting in 1" = 5' with my model space at 1:1, any ideas on how to modify the labels without messing with the xref?

It looks like the cogo point labels are perhaps acting strangely. There are a lot of label styles in this drawing also!

If you don't need the labels showing, you could add a point group at the top and add a style override so all point show <none>
