I don't see any circles in your drawing. With circles, one Out-of-the-Box way would be to use >>>Generate Data Links<<< in the Map Tools and then MAPIMPORT back into your drawing.

Hi,

you can def do it with dynamo. I could not test with your drawing, because the points are not in it. But it scould work.

You will need Acad circles and Acad Text objects and the Camber and Civil3DToolkit packages for Dynamo.

Edit: I modified the script a bit and reuploaded.

But does not contain any circles. Perhaps they are in the missing xref? If so, post it.

It's hard to provide a usable work flow for you to use because your drawing is incomplete. It might be better if you uploaded one or more of the Xrefs. Or all of them.

I should give you an out of the box workflow. I would use the DATAEXTRACTION command to export the text, and then import this as cogo points. Then use point group styles to draw the circle.

Yeah, it is more complicated than I thought. The main problem is that in the first post you said text should be placed to the centerpoint of circles. And the Dynamo script does that. But, lots of the objects are not circles. The drawing contains circles, ellipes, block references and nested block refences. I'm not sure, but I think Dynamo can't handle Acad ellipses and block references are another problem. It can be solved, but via a more diverse and complex script for which I have no time at the moment, sorry. Object count must be the same as the text count so the pairing can work, but there are too many object types, which carries a risk off mismatching.
